Transport infrastructure comprises all physical elements upon which transport operations take place. It includes roads, railways, airports, and river transport. This will represent a significant proportion of government’s total financial investment in fixed assets and that needs to be well managed. The establishment and maintenance of physical infrastructure, particularly a road network, is a fundamental requirement of a functioning land transport system. Such a system is essential for the development of the productive sectors of the economy, and for the development of trade, social services and security in the region. Policy Objectives of the Ministry of Transport and Roads and the Transport Sector
- Strengthen the Ministry of Transport and Roads to ensure that it plays its role of effective coordination and regulation in the transport sector;
- Create capacity commensurate with the transport requirements of the economy by ensuring that sufficient resources are invested in the transport sector;
- Allocate available resources among the various transport modes so that the resultant modal mix meets transport requirements at optimum cost to both the provider and the user;
- Improve mobility in rural areas through the promotion of the use of appropriate means and modes of transport;
- Facilitate the return and settlement of the internally displaced persons and refugees.
- Encourage and promote increased private sector participation in the provision, management and maintenance of transport infrastructure and services;
- Contribute to job creation and income generation and provide equal opportunities for men and women in transport sector;
- Ensure safety standards in all modes of transport by enforcing appropriate safety measures under an improved management regime;
- Ensure co-ordinated disaster management in all modes of transport by enforcing appropriate protective and control measures; and
- Introduce sound management through appropriate policies and institutions in the transport sector that will lead to rapid sustainable development and poverty eradication.
- Provide links with the states and neighbouring countries;
- Recognise and account for environmental concerns within the transport sector in line with the national environmental action plan.
